Prosperity Indiana’s 2025 Regional Meeting Tour is underway! We kicked off this year's tour with visits to Evansville and Bloomington, where we heard directly from members, partners, and local leaders about the real challenges and emerging solutions shaping community economic development on the ground in their communities. Thank you to our co-hosts and members: HOUSE and Heading Home of South Central Indiana for helping make these first stops successful. Across the board, organizations and practitioners are navigating a tough landscape: funding and policy changes, hiring freezes, layoffs, and rapidly growing need within their community. Even with limited resources, CED organizations are showing up. They’re collaborating in new ways, finding creative solutions, and doing their best to keep services operating and maintain impact. This is exactly what tour Regional Meetings are all about - making space for honest conversation, peer learning, and sharing local strategies that others can implement. Rural Housing Development Summit
September 10, 2025 | 9:00 a.m. – 3:00 p.m. EST | On the Hill Events | 24 W Rampart Rd, Shelbyville, IN 46176
This program will focus on solutions to meet the challenges of rural housing development. The Summit will strengthen the ability of rural communities to increase the quality and quantity of attainable units through zoning, community engagement, developer incentives, and development partnership strategies.

Out of Reach - Indiana 2025
Full-time Hoosier workers need to earn $22.18 per hour to afford a modest, two-bedroom apartment at Fair Market Rent in Indiana. This is Indiana’s “2025 Housing Wage” according to Out of Reach, a report published jointly by the National Low Income Housing Coalition (NLIHC) and Prosperity Indiana. The data for Out of Reach – Indiana 2025 finds that working Hoosiers are struggling to make the rent with an average renter wage of $18.05, with Indiana’s median renter household income of $43,672 that now ranks dead last in the Midwest, and with two-thirds of Indiana’s 20 largest occupations that fail to pay enough to meet the state’s 2025 Housing Wage.

Urge Congress to Avoid Drastic Housing Cuts in FY26 Appropriations Legislation!
On July 13, the U.S. House of Representatives Committee on Appropriations released their draft fiscal year (FY) 2026 Transportation, Housing and Urban Development (THUD) spending bill, which provides annual funding for the U.S. Department of Housing and Urban Development (HUD). The proposal would fund HUD at $67.8 billion, a decrease of $939 million provided for HUD programs in FY25, including zeroing out funding for HUD Housing Counseling. Indiana Citizen Coverage of Out of Reach
“Housing has been a chronic issue,” Governor Braun said. “We’re not going to get economic development if we don’t have enough housing as we build the workforce.”
The “Out of Reach – Indiana 2025” report, published by Prosperity Indiana and the National Low Income Housing Coalition, found Hoosier workers need to earn $22.18 per hour to afford a “modest two-bedroom apartment” at the fair market rental rate of $1,153 per month in Indiana. That “housing wage” enables renters to spend no more than 30% of their household income on housing and utilities and avoid having to make the difficult choices to forego basic needs like food and medical care in order to afford a place to live, according to the report.
