Housing First Toolkit
Prosperity Indiana and the Hoosier Housing Needs Coalition developed a training series and toolkit to educate their members and partners on the housing first approach—a solution to end homelessness—and the many threats that the approach faces, including that of the Cicero Institute. The goal of the training series and toolkit is to prepare Hoosier advocates to talk with their state and local policymakers about the housing first approach so that we can avoid further homelessness criminalization policy in the state of Indiana.
Criminalization of Homelessness The criminalization of homelessness refers to policies that prohibit life-sustaining activities such as sleeping, eating, sitting, or requesting life-sustaining resources from others while in public. When these policies are created, homeless individuals who violate them can be charged with criminal or civil penalties and even be arrested. Explore content from the three-part training series: |

We've also created an abbreviated version of the toolkit to serve as an informational packet you can give directly to legislators when advocating. As we work together, we must bear in mind that this is not just a fight against something, but also a fight for something. We fight for the health, safety, dignity, and moral character of our communities.
